Management Measures of Jinggangshan University on Scholarships for Foreign Students (Trial Version)

Chapter I General Provisions

Article 1 These Measures are hereby formulated in order to steadily develop the foreign student education of the University, to continuously improve the educational quality, to attract more excellent foreign students to study in the University, to motivate them to study hard, to improve the understanding of foreign students regarding Jiangxi and the University, to enhance the awareness of the University, to accelerate the process of educational internationalization of the University, in accordance with the Management Measures for Enrollment and Cultivation of International Students by the Schools issued by the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security, Management Measures of Jiangxi Provincial Government Regarding Scholarship for Foreign Students, by reference to the Implementation Measures of Jinggangshan University Regarding Awards to the Students and in combination with the actual condition of the foreign students in the University.

Article 2 The term "foreign students" as mentioned in these Measures refer to the students who do not have Chinese nationality in accordance with the Nationality Law of the People's Republic of China, but have foreign nationalities, hold foreign passports and are ready to apply for or have already studied in the University. 

Chapter II Types and Sources

Article 3 Types of scholarships

1. Province-level scholarship for foreign students (scholarship for foreign students of Jiangxi Provincial Government) 

2. University-level scholarship for foreign students

Article 4 Sources of scholarships

1. The scholarship for foreign students of Jiangxi Provincial Government shall be funded by Jiangxi Provincial People's Government, subject to the amount of scholarship appropriated by Jiangxi Provincial Department of Finance and Jiangxi Provincial Department of Education.

2. For the university-level foreign student scholarship, special budget shall be arranged at an amount not less than 5% of the total amount of tuitions paid by the foreign students of the University in accordance with Circular of Jiangxi Provincial Department of Finance and Jiangxi Provincial Department of Education Regarding the Printing and Promulgation of Management Measures of Scholarship for Foreign Students of Jiangxi Provincial Government (Trial Version) (G.C.J. [2013] No.56) and included in the preliminary budget of International College. If there is a surplus in the current year, it can be carried forward to the next year.

Chapter III Scope of Application

Article 5 Scope of application

1. The scholarship for foreign students of Jiangxi Provincial Government is for the outstanding new students who are applying for study in the University and outstanding new students in the majors newly developed or requiring support from the University, including postgraduate students, undergraduate students and visiting students who have studied in the University for more than half a year and excluding students from Hong Kong, Macao and Taiwan.

2. The university-level scholarship is for foreign students of grade 2 or above who have already been studying in the University and are friendly to China, have excellent academic records and good moral characters, excluding students from Hong Kong, Macao and Taiwan.

Chapter IV Assessment and Selection Measures of Scholarship for Foreign Students of Jiangxi Provincial Government

Article 6 The scholarship shall be assessed once a year, and the time of assessment and quota shall be subject to the notice issued by Department of Education of Jiangxi Province. 

The criteria of reward and condition of application shall be subject to the Management Measures of Scholarship for Foreign Students of Jiangxi Provincial Government. 

Chapter V Assessment and Selection Measures of University-Level Scholarship for Foreign Students

Article 7 The scholarship shall be assessed once a year, and the scholarship shall be recommended on the basis of academic scores and performance points. The ratio for each grade and the rewarding criteria are as follows: 

1. Special grade scholarship: the ratio of such scholarship shall not exceed 1% of the total number of students, and the amount shall be 10,000 yuan per person.

2. First-class scholarship: the ratio of such scholarship shall not exceed 3% of the total number of students, and the amount shall be 5,000 yuan per person.

3. Second-class scholarship: the ratio of such scholarship shall not exceed 7% of the total number of students, and the amount shall be 3,000 yuan per person.

4. Third-class scholarship: the ratio of such scholarship shall not exceed 10% of the total number of students, and the amount shall be 2,000 yuan per person.

Chapter VI Evaluation and Management

Article 8 The International College is the department in charge of the evaluation of scholarships for foreign students. It is responsible for the organization, implementation and management of the evaluation of scholarships for foreign students.

Article 9 The Leading Group for The Evaluation of the Scholarship for Foreign Students of the University is the evaluation body for the scholarship for foreign students of the University. The group leader shall be the corresponding leader in charge of the scholarship and such group shall consist of the main Party and government leaders of the International College, the director of the Planning and Finance Division and the secretaries of the party committees of the relevant colleges.

Article 10 The University shall issue certificates of honor and amounts of award to the foreign students who have won such scholarships and make an announcement.

Chapter VII Supplementary Provisions

Article 11 The International College shall, in accordance with these Measures, formulate the Detailed Implementation Rules of the Scholarship for Foreign Students of Jiangxi Provincial Government and Detailed Implementation Rules of the University-Level Scholarship for Foreign Students.

Article 12 These Measures shall come into effect as of the date of printing and issuance, and the Management Measures of Jinggangshan University on Scholarships for Foreign Students formulated in 2013 shall be abolished simultaneously. 

Article 13 The International College shall be responsible for the interpretation of these Measures.
