School Roll Management Regulations of Jinggangshan University for the International Students in China

(revised in 2019)

 

These Regulations are hereby formulated for maintaining the normal education and teaching order of the University, improving the education and teaching quality of the international students in China, protecting the legitimate rights and interests of the students, in accordance with the Management Measures of the University for Enrolling and Cultivating International Students (No. 42 Order), Management Regulations of Students in Regular Institution of Higher Education (No. 41 Order), and the Standard of Quality of Higher Education for International Students in China (Trial Version) (J.W. [2018] No. 50) and other relevant documents and in combination with the actual condition of the University.

Chapter I Enrollment and Registration

Article 1 In accordance with the enrollment brochure of the University for the current year, the new students who have been officially admitted by the University shall go through the admission procedures of the International College on time by presenting the letter of admission, passport, Visa Application Form for International Students in China (JW202 Form) and other specified documents. Those who are transferred from other universities in China, students shall bring the Transfer Certificate (or NOC) and the academic transcript issued by the international student administration department of the original university to the International College for going through the admission procedures. Those who fail to make registration on time must ask for leave with the International College in advance and the period of leave shall not exceed 2 weeks. Those who fail to ask for a leave or ask for a leave for 2 weeks, except for force majeure and other legitimate reasons, shall be deemed to have given up the admission qualification.

Article 2 At the time of registration, the International College shall review the admission qualification of new students and the qualified students shall go through the admission procedures. If it is found that the letter of admission, applicant information and other materials of a new student are not in conformity with the actual situation of such student, or there are other situations not in conformity with the regulations of the enrollment brochure, it shall be reported to the international student enrollment leading group of the University for review before cancelling the qualification for admission.

Article 3 After entering the University, new students shall take physical examination at Jiangxi Entry-Exit Inspection and Quarantine Bureau in accordance with relevant regulations, and apply for residence permit on the basis of health certificate. The residence permit must be completed within 30 days of entry. Those who fail the physical examination will be disqualified. For those who are found to have diseases after physical examination but can be cured within a short period of time, the applicant shall submit an application and may retain the admission qualification for one year after approved by the International College. Students who retain their admission qualification must go through the leaving procedures within one week and return to their home country for medical treatment. Students who retain the admission qualification do not have a school roll and cannot enjoy the benefits for students at school. Students who have recovered from treatment during the period of retained admission qualification may apply to the International College before the admission of new students in the next academic year for re-examination by the hospital designated by the University. Students who fail to pass the re-examination shall be disqualified from admission; failure to go through the admission procedures within the time limit without proper reasons such as delay due to force majeure shall be deemed as waiver of admission qualification.

Article 4 New students must pay the tuition fee, accommodation fee, registration fee and other related fees for the current academic year to the University within 15 days from the date of registration, and shall buy the insurance and take the physical examination and go through the school roll registration procedures upon presentation of the insurance documents and health certificates.

Article 5 At the beginning of each semester, students must check in at the University and go through the registration procedures before the school commencement date set by the University. If, for any reason, the registration cannot be made as scheduled, the registration postponement procedures must be handled. Students who fail to pay tuition fees as required by the University or otherwise fail to meet the registration requirements shall not be registered.

If the tuition fee cannot be paid within the prescribed time due to family economic difficulties, the student may submit an application for postponed payment of tuition fees to the International College upon presentation of a valid certificate and go through the registration procedures upon the signature and consent of the corresponding leader of the University. The period for postponement of tuition fees shall not be more than 6 months.

Those who fail to make registration within the time limit prescribed by the University and fail to go through the registration postponement procedures shall be deemed to have waived their school roll and be treated as drop-out.

Article 6 The student ID card shall be used as the valid identity certificate of an international student during his/her study in the University and shall be properly kept without alteration, scribbling or being borrowed to others without authorization. Student ID card shall be returned to the International College for cancellation after graduation or completion of study.

Chapter II Length of Schooling

Article 7 The University shall take the required credits obtained by international students within the prescribed length of schooling as the criteria of graduation.

(1) Undergraduate students with the length of schooling as 4 years, who have gained the credits specified for the cultivation program within 4-6 years are eligible for graduation. The diploma shall be issued when the student has gained the required credits.

(2) Undergraduate students with the length of schooling as 6 years, who have gained the credits specified for the cultivation program within 6-8 years are eligible for graduation. The diploma shall be issued when the student has gained the required credits.

Article 8 A student who is unable to graduate at the end of the standard length of schooling due to suspension of schooling, repetition of the same grade or stay at the University for restudy may apply for an extension of the length of schooling, but not more than the maximum length of schooling prescribed by the University. The period of suspension of schooling and retention of school roll shall not be included in the length of schooling.

(1) If the length of schooling is extended due to suspension of schooling or repetition of the same grade, the student does not need to go through the procedures for extending the length of schooling. The International College will directly enroll the student in the lower grade for continuing his/her study. The student shall pay the tuition fees in accordance with the regulations of the University.

(2) If the length of schooling needs to be extended due to restudy, the student himself/herself shall submit an application before the tenth week of the semester of graduation, and shall make registration and select courses with the approval of the International College and pay fees in accordance with the regulations of the University. Those who fail to go through such procedures within the time limit shall be treated as completing their study upon leaving the University.

Chapter III Attendance and Leave

Article 9 Attendance shall be checked in all teaching links stipulated in the teaching plan, such as classroom teachings, examinations, experiments and internships. Students who cannot attend such links for any reason must ask for leave in advance. Failure to attend the schooling without asking for a leave or having asked for a leave but without getting the permission shall be treated as absenteeism. The calculation of students' time of absenteeism shall be made in accordance with the class hours stipulated in the class schedule for general classroom teaching courses.

The teachers must strictly check students' attendance, and regard students' attendance as an important component of students' scores for ordinary times. The absence of students shall be reported to the teaching management department of the International College in a timely manner and shall be accumulated and recorded by the teaching management department.

Article 10 If a student is unable to attend the class due to sickness or other reasons, or to attend the educational and teaching activities stipulated in the cultivation program on time, he/she shall go through the procedures for asking for leave in advance. The application form for leave shall be filled in, which shall be approved by the class adviser or instructor for leave within 3 days (including 3 days) in a semester, and reported to the international students office and the teaching management department for the filing. For leave more than 3 days and less than 14 days (including 14 days) in one semester, it shall be reviewed and consented by the class adviser or instructor and reviewed and approved by the corresponding leader in charge of teaching of the International College. For leave more than 14 days in one semester, it shall be signed and remarked by the President of the International College and approved by the corresponding leader of the University. The accumulated leave for personal affairs in one semester shall not exceed 2 weeks, and the sick leave shall not exceed 4 weeks. The sick leave shall be accompanied by the hospital certificate approved by the University.

Article 11 When the period for leave expires, the student shall cancel the leave with the class adviser or instructor or the International College in a timely manner. When there is a need to renew the leave, the procedures are the same as those for a leave. Leaving the University for less than 2 weeks without going through the procedures for asking for a leave or with the leave unapproved shall be deemed as absenteeism, and leaving for more than 2 weeks under such circumstance shall be dealt with in accordance with Article 27 of these Regulations.

The leave application form, the certificate for leave and the review and approval opinions of relevant person in charge shall be stored in the teaching management department of the International College for reference. Article 23 of these Regulations shall apply to the case where the accumulated leave for sickness and personal affairs in a semester exceeds one third of the total class hours of such semester.

Chapter IV Course Assessment and Score Recording

Article 12 Students must take part in the course assessments prescribed in the cultivation program for the corresponding majors, and the assessment results shall be recorded in the school roll records. The specific course assessment and score determination shall be implemented in accordance with the Management Measures of Course Assessment for International Students of Jinggangshan University.

Article 13 A student who has passed a course may obtain the credits for such course. The University adopts the GPA as a comprehensive evaluation index for students' course learning. The calculation method of GPA is:

Average credit score=∑(course score × course credit)/∑course credit

The University can also adopt GPA as a comprehensive evaluation index for students' course learning. GPA is calculated as follows:

Course point = course score/10-5

GPA=∑(course grade point × course credit)/∑course credit

In the calculation of average credit score and GPA, the failing course score and course grade point are counted as zero.

Article 14 The University shall truthfully and completely record and issue the academic scores, and mark the scores obtained through make-up examination or restudy on the transcript.

Article 15 Students who have participated the social practices or Chinese cultural communication activities recognized by the University, published papers related to their majors, obtained patent authorization or have other relevant experiences and achievements related to academic requirements can make reference to the Measures for Credit Recognition of Jinggangshan University's Second Classroom Practice and Education Activity for credit recognition, which shall be included in the school roll record.

Article 16 The students shall be honest and trustworthy, abide by the academic standards, observe the academic ethics, and conform to the relevant provisions on the protection of intellectual property rights and never copy, fabricate, falsify or plagiarize others' work. Those who commit serious breach of trust will be given corresponding disciplinary punishment in accordance with the Measures for Disciplinary Punishment of Jinggangshan University for the Disciplinary Violations Made by the International Students. In case of serious violation of academic integrity, the University shall have the right to revoke the already given degree, academic title and honor.

Article 17 If a student suspends his or her studies due to circumstances such as dropping out of the University, the University shall retain the courses he or she has completed and the credits he or she has obtained during the period of study in the University. The retention period shall be two years from the date of suspension of his or her studies.

Article 18 Students who still fail six or more courses (excluding public elective courses and intensive practice) in one academic year in the make-up examination shall be transferred to the lower grade of the same major.

Chapter V Transfer of Major and University

Article 19 After entering the University, students may apply for the transfer of major in the University with reference to the Administrative Measures for Transfer of Major for Ordinary Full-Time Undergraduate Students of Jinggangshan University.

Article 20 The students are generally required to complete their studies at the University. If they are sick or have special difficulties and cannot continue to study in the University or cannot adapt to the University's learning requirements, they can apply for transfer of university. Students may not transfer to another university under any of the following circumstances:

(1) They have been in the University for less than one semester or is in the academic year prior to graduation;

(2) They have received scholarship from the Government of Jiangxi Province or Jinggangshan University;

(3) They are transferring from a lower level of education to a higher level of education;

(4) They have dropped out of the University or are expelled from the school roll for disciplinary violations;

(5) There are no proper reason for transferring to another university.

Article 21 When a student applies for transfer out from the University, he/she shall submit a written application to explain the reasons, together with the relevant certificates of approval from the intended target university. Upon the remark and signature given by the International College, such issue shall be handled after signed off by the corresponding leader in charge of international student affairs. For those who meet the transfer requirements, the International College shall provide explanations of the academic performance and conduct of the international students to the intended target university.

Article 22 A student applying for transferring to the University shall put forward written application and explain the reasons, and the International College shall contact the original university of such student to understand its academic achievements and character performance, etc., and review the transfer-in application of such student in the principle of being not lower than the University's international student admission standards, complying with the cultivation requirements of the University and being within the range of cultivating ability of the University. Upon the review opinions given by the International College, such issue shall be reported to and determined by the corresponding leader in charge of international student affairs. If the student meets the transfer requirements, the International College shall issue a certificate of consent to the university where the student is studying.

Chapter VI Suspension and Resumption of Schooling

Article 23 A student may apply for suspension of schooling under any of the following circumstances:

(1) He/she has got a sickness and has been diagnosed by the designated hospital and the required period of class suspension for treatment and recuperation accounts for one third of a semester;

(2) Based on the attendance rate, the total absence due to sickness or personal affairs in a semester exceeds one third of the total school hours of such semester;

(3) He/she suspends schooling to raise funds due to family financial difficulties;

(4) For special reasons, he/she apply for suspending the schooling or the University considers it necessary to suspend the schooling.

Article 24 For suspension of schooling, the student shall submit an application himself/herself and fill in the Application Form for Suspension of Schooling (medical record of the hospital to be attached for suspension of schooling due to sickness), which shall be reviewed by the International College and submitted to the corresponding leader of the University for approval. Students who have been approved to suspend their schooling must go through the procedures for leaving the University within 1 week after the approval, and the University shall retain their school rolls.

Article 25 During the suspension of schooling, relevant issues of the students shall be dealt with in accordance with the following provisions:

(1) The general period for suspension of schooling is one year, and the continuous or cumulative suspension of schooling shall not exceed 2 years;

(2) During the suspension of schooling, the University shall retain the school roll for the student and such students cannot enjoy the benefits for students studying at school.

(3) During the suspension of schooling, students shall not return to the University without authorization to attend the classes or take part in the course assessment;

(4) The length of suspension shall not be included in the length of schooling in the University.

Article 26 A student who suspends his/her schooling or retain his/her school roll shall go through the procedures for resuming his/her schooling in accordance with the following provisions:

(1) Within 2 weeks upon the expiration of the suspension or school roll retention period, the student shall apply to the International College for the resumption of schooling, together with the certificate of behavior issued by the public security organ or unit of his/her permanent residence during the suspension or school roll retention period. For a student who has suspended the schooling due to health reasons, a health certificate from a hospital at or above the county level shall be issued. After the review by the hospital designated by the University, if it is proved that the student has recovered and can stick to the normal course, then upon the remark and signature given by the International College, the procedures for resuming the schooling shall be handled after signed off by the corresponding leader in charge of international student affairs.

(2) If the student commits serious violation of law or discipline during the suspension or school roll retention period, he/she shall be given the corresponding disciplinary punishment in accordance with Measures for Disciplinary Punishment of Jinggangshan University for the Disciplinary Violations Made by the International Students;

(3) Upon the resumption of schooling, the student shall generally be arranged into the original major of the lower grade.

Chapter VII Dropping out of the University

Article 27 A student shall drop out of the University under any of the following circumstances:

(1) He/she was transferred to the same major of the lower grade due to his/her failure to pass the examination and still fail to pass the make-up examinations for six or more courses (excluding public elective courses and intensive practice) in the next academic year;

(2) He/she leaves the University without going through the leave procedures or without permission for leave, failing to participate in the teaching activities stipulated by the University for more than 2 (including 2) consecutive weeks, or is absent from the classes for a total of 60 class hours in one semester;

(3) He/she fails to apply for the resumption of schooling within the time limit prescribed by the University upon the expiration of the suspension of schooling or the school roll retention period, or fails to pass the re-examination after applying for the resumption of schooling;

(4) He/she has been diagnosed by the hospital designated by the University as suffering from sickness or accidental disability and unable to continue studying at school;

(5) He/she fails to make registration within the time limit prescribed by the University and fails to go through the procedures for registration postponement;

(6) He/she intentionally defaults the payment of tuition fees and accommodation fees without justifiable reasons;

(7) He/she fails to complete his studies within the maximum length of schooling prescribed by the University (excluding suspension of schooling);

(8) He/she applies for dropping out.

Article 28 For dropping out due to the reasons as mentioned in Article 27 (1)-Article 27 (7) above, a written report shall be submitted by the International College to the President's office for study and decision upon the approval of the corresponding president in charge.

If a student himself/herself applies for dropping out of the University, he/she shall go through the procedures for leaving school after being reviewed by the International College and approved by the corresponding leader in charge.

For students who have been approved to drop out of the University, the University shall issue the decision of dropping out, which shall be delivered to such students by the International College. If it is unable to make effective delivery, then a public announcement inside the University will be deemed as delivery.

Article 29 If a student has any objection to the request for dropping out of school for disciplinary violation, he/she may lodge a complaint with reference to the provisions of the Measures for Handling Complaints of Students of Jinggangshan University.

Article 30 The aftermath of a student's dropping out from the University shall be handled in accordance with the following provisions:

(1) The dropout shall go through the dropout procedures and leave school within one week after the service of the dropout decision or the announcement of the decision on complaint reexamination. If he/she is diagnosed with psychological or mental sickness, he/she shall notify the embassy (consulate) of his/her home country in China, and the embassy (consulate) shall coordinate with him/her in handling the matter of leaving the University.

(2) For a student who drops out of the University in less than one year after entering the University and has gone through the procedures for leaving the University, the University shall issue a realistic study certificate. For a student who have studied in the University for more than one (including one) academic year and have went through the procedures for leaving school, the University shall issue an certificate of completion in accordance with the actual length of schooling;

(3) If the dropouts fail to go through the procedures for leaving school within the time limit, the University shall report to the local public security organ for cancellation of his/her residence permit and will not issue corresponding certificate or certificate of completion.

(4) The dropouts may not apply for resumption of schooling.

Chapter VIII Graduation, Completion and Incompletion of Schooling

Article 31 A student who, within the length of schooling prescribed by the University, has completed all the contents stipulated in the cultivation program, passed all the examinations and met the requirements for graduation, shall be allowed for graduation and be issued a graduation certificate by the University. Those who comply with the Rules for Awarding of Bachelor's Degree of Jinggangshan University may be awarded the bachelor's degree and the University shall issue the degree certificate.

The graduation qualification of a student shall be reviewed by the corresponding college (department), and school roll management department of the University shall conduct the review and report to the University for approval.

The qualification of a student for academic degree conferment shall be reviewed by the academic degree assessment sub-committee of the college (department) of the corresponding major, and approved by the academic degree assessment committee of the University.

A student who has completed the courses specified by the major cultivation program, gained the total required credits, passed the graduation examination or graduation thesis defense (graduation project) shall be allowed for graduation and be issued a graduation certificate by the University. Those who have met the degree grant condition shall be granted a corresponding degree.

Article 32 A student who, within the length of schooling prescribed by the University, has completed all the courses prescribed in the cultivation program but has not met the requirements for graduation or has not been discharged from the punishment of academic probation at the time of graduation shall be given a certificate of completion.

(1) For a student that does not meet the graduation requirements and is only given a certificate of completion, the student himself/herself may, within the prescribed period of schooling, after proposing an application to be reviewed by the International College and approved by the corresponding leader in charge, return to the University to get the minimum credits required for graduation after paying the expenses for course restudy, or do the graduation project (paper, practice) or the graduation comprehensive assessment. After getting all the credits required by the cultivation program and meeting the requirements for graduation after investigation, the student can get a certificate of graduation in place of the certificate of completion. The time of graduation in the certificate of graduation shall be filled out based on the date of issuance.

If a student whose scores do not meet the graduation requirements and has gained the certificate of completion, he/she will not be issued a graduation certificate if he/she has not gained all the credits stipulated in the cultivation program within the length of study stipulated by the University.

(2) A student who is subject to administrative punishments and only gets the certificate of course completion shall, within the length of schooling prescribed by the University, apply for and submit a certificate of conduct issued by their work unit or the local public security organ, which shall be reviewed by the International College and approved by the corresponding leader in charge, be issued a graduation certificate to take place of a certificate of course completion. The time of graduation in the certificate of graduation shall be filled out based on the date of issuance.

A student who meets the requirements stipulated in the Rules for Awarding of Bachelor's Degree of Jinggangshan University may be granted a bachelor's degree upon application, and the University shall issue a degree certificate. The time of obtaining the degree on the certificate of degree shall be filled out in accordance with the date of issuance.

Article 33 A realistic study certificate shall be issued to any student who has dropped out of the University within one year after entering the University and has gone through the procedures for leaving the University. For a student who has studied in the University for one academic year or more and has fulfilled the procedures for leaving the University, the University shall issue a certificate of incompletion in accordance with the actual length of schooling.

Chapter IX Management of Academic Certificates

Article 34 The University shall, in strict accordance with the type of schooling and form of learning determined at the time of enrollment and the personal information provided by the students at the time of enrollment and admission, truthfully fill out and issue the certificates of educational background, certificates of degree and other academic certificates.

A student shall have reasonable and sufficient reasons for changing his/her name, date of birth and other personal information to be filled in the certificates during the period of schooling, and provide the corresponding documents with legal force. After reviewed by the International College, they shall be reported to the corresponding leader in charge for approval.

Article 35 The University shall implement the school roll and educational background electronic registration management system for higher education, improve the management method of school roll and educational background information, and complete the electronic registration of school roll and educational background for the students in accordance with relevant regulations.

Article 36 In case of obtaining the qualification for admission or the school roll in violation of the regulations on enrollment, the University shall cancel the school roll and shall not issue the certificate of educational background or degree. The issued certificate of educational background and academic degree shall be revoked in accordance with the law.

The certificate of educational background or degree obtained by a student through academic misconduct or other improper means shall be revoked in accordance with the law. If the revoked certificate of educational background or degree has been registered, the University shall make a cancellation and report it to the higher authorities for nullification.

Article 37 If the certificate of educational background or degree is lost or damaged and cannot be reissued, the University may issue the corresponding certificates after verification upon the application of the student himself/herself. Such certificates shall have the same effect as the original certificates.

Chapter X Supplementary Provisions

Article 38 These Regulations applies to the international students of the University who come to study in China.

Article 39 These Regulations shall come into force as of the date of promulgation, and the former Regulations on the Administration of School Roll of International Students of Jinggangshan University (J.D.F. [2013] No. 22) shall be repealed simultaneously. The International College shall be responsible for the interpretation of these Regulations.
